Sub: Re-Medical Examination of disabled Railway employees-reg.

It has been brought to the notice of this office that disabled Railway employees are being subjected to re-medical examination every time for affording them the facilities/benefits provided under extant guidelines.

2. The matter has been considered carefully. It is reiterated that a disabled Railway employee having a Permanent Disability Certificate (i.e. where there are no chances of variation, over time, in the degree of disability) duly issued by the competent Medical Authorities from Govt. Civil Hospitals in pursuance of the guidelines contained in the Ministry of Social, Justice and Empowerment’s notification dated 01/06/2001 circulated along with this office serial no. 130/2008, read with the provision contained in Rule 4 of PWD (Amendment) Rules, 2009 received vide Board’s letter dated 19/12/2013 circulated under this office serial No.145/2013 and appointed as such after due verification, need not necessarily be sent to Railway Medical Authorities for his further assessment of the degree of disability. Such a disabled employee shall be entitled to be considered eligible to apply for facilities, concessions and benefits admissible under extant instructions on the strength of the said certificate as per rule 6 of the PWD (Amendment) Rules, 2009 ibid, subject to all such conditions as may be specified in relevant instructions.

3. As regards grant of Transport Allowance to employees with stipulated disabilities, necessary communication in this regard has since been made to PCMD/ER vide this office letter No. E.66/0/ Pt.1 dated 02/02/2018, copy of which IS uploaded under URL http://www.er.indianrailways.gov.in/cris// uploads/files/ 1517572169507-disability.pdf
Furthermore, compliance of the guidelines issued by DoP&T’s OM No.36035/3/2013-Estt.

4. (Res) dated 31/03/2014 received vide Board’s letter No. E(NG)1/2014/T.R./4 dated 06/05/2014 circulated under this office serial No. 42/2014 (URL:http://www.er.indianrailways.gov.in/cris//uploads/files/1404369783481-42.pdf) as well as all other measures relating to the PWD issued from time to time may please be ensured.
This issues with the approval of the competent authority.
