जाने रेलवे द्वारा वरिष्ठ नागरिकों को दी जा रही सुविधाएं

कंप्यूटरीकृत यात्री आरक्षण प्रणाली (PRS) में वरिष्ठ नागरिकों, 45 वर्ष और उससे अधिक आयु की महिल्रा यात्रियों को टिकट बुकिंग के समय एकोमोडेशन की उपत्रब्धता के अध्यधीन स्वत निचली बर्थ आबंटित करने का प्रावधान है, भले ही इसके लिए कोई विकल्प न दिया हो।

2. वरिष्ठ नागरिकों, 45 वर्ष और उससे अधिक आयु की महिल्रा यात्रियों और गर्भवती महित्राओं के लिए स्‍लीपर श्रेणी में प्रति सवारी डिब्बा छह से सात निचली बर्थ, वातानुकूलित 3 टियर (3एसी) में प्रति सवारी डिब्बा चार से पांच निचली बर्थ और वातानुकूलित 2 टियर (2एसी) श्रेणियों में प्रति सवारी डिब्बा तीन से चार निचली बर्थ (गाड़ी में उस श्रेणी के सवारी डिब्बों की संख्या के आधार पर) का संयुक्त कोटा निर्धारित किया गया है।

3. सभी क्षेत्रीय रेलों के उपनगरीय खंडों पर त्रोकत्न गाड़ी सेवाओं की पूरी अवधि के लिए दवितीय श्रेणी के पहले और आखिरी सामान्य सवारीडिब्बे में वरिष्ठ नागरिकों के लिए न्यूनतम 07 सीटें निर्धारित करने के अनुदेश जारी किए गए हैं।

4. स्टेशनों पर व्हील चेयर के प्रावधान के लिए पहले से ही अनुदेश मोजूद हैं। व्हील चेयर रेलवे द्वारा अपनी लागत पर प्रदान की जाती हैं और दिव्यांगजनों, वरिष्ठ नागरिकों के परिचरों को उन्हें गाड़ियों तक लाने और ले जाने के लिए बिल्कुल निशुल्क मुहैया कराई जाती हैं। हालांकि, जब भी परिचर इच्छुक नहीं होते हैं या परिचर नहीं होते हैं, तो दिव्यांगजनों आदि को गाड़ियों तक लाने और ले जाने के लिए पूर्व निर्धारित नाममात्र दर पर कुलियों की सेवाएं ली जा सकती हैं। इस संबंध में रेलवे स्टेशन परिसरों में प्रमुख स्थानों पर सूचना प्रदर्शित की जाती है। सभी प्रमुख स्टेशनों पर प्रत्येक प्लेटफार्म पर एक व्हील चेयर और आइलैंड प्लेटफार्मों के मामले में प्रत्येक दो प्लेटफार्मों पर एक व्हील चेयर का प्रावधान है।

3. प्रमुख रेलवे स्टेशनों पर कारपोरेट सामाजिक उत्तरदायित्व के तहत गैर सरकारी संगठनों, धर्मार्थ न्यास, सार्वजनिक क्षेत्र के उपक्रमों आदि के माध्यम से यात्रियों को निशुल्क व्हील चेयर सेवाएं सहकुली सेवाएं बुक करने में सक्षम बनाने के लिए यात्री मित्र सेवा शुरू की गई है।

4. कुछ महत्वपूर्ण स्टेशनों पर दिव्यांगजनों, वरिष्ठ नागरिकों, बीमार यात्रियों और गर्भवती महित्राओं के लिए कारपोरेट सामाजिक उत्तरदायित्व के जरिए निशुल्क और वाणिज्यिक व्यापार के जरिए प्रभार्य आधार पर बैटरी चालित वाहनों की व्यवस्था की गई है।

5. गाड़ी के प्रस्थान के बाद यदि गाड़ी में खाली निचली बर्थ उपलब्ध है और यदि विकलांग रियायत के प्राधिकार पर बुक किए गए दिव्यांगजन या वरिष्ठ नागरिक या गर्भवती महिला, जिसे ऊपर /बीच की बर्थ आबंटित की गई है, खाली निचली बर्थ देने की मांग करता है तो ऑन बोर्ड टिकट चेकिंग स्टाफ चार्ट में आवश्यक प्रविष्टियां करने के बाद खाली निचली बर्थ आवंटित करने के लिए प्राधिकृत है।

6. विभिन्‍न यात्री आरक्षण प्रणाली (पीआरएस) केंद्रों पर प्रति पाली औसत मांग 420 टिकटों से अधिक होने पर महिल्राओं, दिव्यांगजनों, वरिष्ठ नागरिकों, पूर्व संसद सदस्यों, विधायकों, मान्यताप्राप्त पत्रकारों और स्वतंत्रता सेनानियों से प्राप्त आरक्षण मांगों के लिए अलग काउंटर निर्धारित किए गए हैं। यदि महिलाओं, दिव्यांगजनों या वरिष्ठ नागरिकों सहित इन श्रेणियों के व्यक्तियों के लिए विशेष काउंटर निर्धारित करने का कोई औचित्य नहीं है, तो इन सभी श्रेणियों के व्यक्तियों के लिए आरक्षण संबंधी अनुरोधों से निपटने के लिए कुल मांग के आधार पर एक या दो काउंटर निर्धारित किए गए हैं।

7. नियमों के अनुसार, न्यूनतम 60 वर्ष के पुरुष वरिष्ठ नागरिकों और न्यूनतम 58 वर्ष की महिला वरिष्ठ नागरिकों को सभी वर्गों के किराए में रियायत दी जाती है। मेल/एक्सप्रेस/राजधानी/शताब्दी /जन शताब्दी/दुरंतो समूह की ट्रेनों के रियायत का तत्व पुरुषों के लिए 40% और महिलाओं के लिए 50% है। टिकट खरीदते समय उम्र के प्रमाण की आवश्यकता नहीं है। हालांकि, उन्हें अपनी उम्र या जन्मतिथि दिखाते हुए कुछ दस्तावेजी सबूत ले जाने होंगे और ऑन-बोर्ड टिकट चेकिंग स्टाफ द्वारा मांगे जाने पर इसे प्रस्तुत करना होगा। वरिष्ठ नागरिक आरक्षण के दौरान आरक्षित टिकट बुक कर सकते हैं, काउंटरों के साथ-साथ इंटरनेट के माध्यम से भी।

FACILITIES EXTENDED TO SENIOR CITIZENS
The following facilities have been extended from time to time to Senior citizens:

(i) As per rules, male senior citizens of minimum 60 years and lady senior citizens of minimum 58 years are granted concession in the fares of all classes of Mail/Express/Rajdhani /Shatabdi/Jan Shatabdi/ Duronto group of trains. The element of concession is 40% for men and 50% for women. No proof of age is required at the time of purchasing tickets. However, they are required to carry some documentary proof as prescribed showing their age or date of birth and have to produce it if demanded by on-board ticket checking staff. Senior citizens can book reserved tickets across the reservation counters as well as through internet.

(ii) In the computerized Passenger Reservation System(PRS) there is a provision to allot lower berths to Senior Citizens, Female passengers of 45 years and above automatically, even if no choice is given, subject to availability of accommodation at the time of booking.

(iii) In all trains having reserved sleeping accommodation, a combined quota of six lower berths per coach in Sleeper class and 3 lower berths per coach each in AC 3 tier and AC-2 tier classes has been earmarked for Senior Citizens, Female passengers of 45 years of age and above and pregnant women. In case of Rajdhani, Duronto and fully Air Conditioned/Express trains, the number of berths to be earmarked under this quota in 3AC is 4 lower berths per coach as against 3 lower berths per coach in normal Mail/Express trains.

(iv) Accommodation is also earmarked for senior citizens on suburban sections of Central & Western Railways.

(v) Instructions exist for provision of wheel chairs at stations. This facility is provided, duly escorted by coolies (on payment) as per present practice. Moreover, Zonal Railways have also been advised to provide free of cost ‘Battery Operated Vehicles for Disabled and Old Aged Passengers’ at Railway Stations. In addition, passenger can book e-wheel chairs online through IRCTC portal www.irctc.co.in.

(vi) To help old and disabled passengers requiring assistance at the stations and to strengthen the existing services, ‘Yatri Mitra Sewa’ is being provided through IRCTC at major stations for enabling passengers to book wheel chair services cum porter services etc.

(vii) After departure of the train, if there are vacant lower berths available in the train and if any physically person with disability booked on the authority of handicapped concession or a senior citizen or a pregnant woman, who has been allotted upper/ middle berth, approaches for allotment of vacant lower berths, the on board Ticket Checking Staff has been authorized to allot the vacant lower berth to them making necessary entries in the chart.

(viii) Separate counters are earmarked at various Passenger Reservation System(PRS) centers for dealing with the reservation requisitions received from Physically persons with disability, Senior Citizens, Ex. MPs, MLAs, accredited journalists and freedom fighters, if the average demand per shift not less than 120 tickets. In case there is no justification for earmarking of an exclusive counter for any of these categories of persons including persons with disability or senior citizens, one or two counters depending upon the total demand areearmarked for dealing with the reservation requests for all these categories of persons.
