Attention is invited to the Board’s letters referred to above, wherein it has been inter-alia,laid down that the Committees for conducting interviews for recruitment to Group ‘C’ and Group ‘D’ posts including screening of Casual Labour and substitutes, by the Zonal Railway s/RRBs, should consist of at least three members, one of whom should be a non-official member belonging to SC/ST communities and another a non-official member belonging to Minority communities.
2. In partial modification of the above instructions, it has now been decided by the Ministry of Railways that the said Committees should consist of at least four members, three of whom should be non-official members, one each belonging to SC/ST communities. Minority communities and other Backward Classes.
3. The remaining instructions contained in the Board’s letters referred to above, will remain unchanged.
Subject: Filling up of the vacancies of Safaiwalas on Railway.

Number of representations are being received from the Hon’ble- Members of Parliament addressed to the Prime Minister MR/MOS/(R) in connection with the posts of Safaiwalas are being kept vacant due to which there is a feeling of deprivation.
Generally, the profession of Safaiwalas is not still liked by most members of the society and still looked with degradation and despise. Therefore, most of the existing casual labour/substitutes do not opt for this category, even though they are offered to be regularised against these posts.
The MOS(R) in his meeting with the officers of Board’s office’s on19.10.1995 has shown a special concern that the passenger amenities noticed at Howrah during his inspection are far below expectation and desires more functional tiolets and laid an emphasis on better sanitation.
Keeping in view the difficulties of the Railways, the Board vide their letter No. E(NG)II/91/RR-1/21, dated 29.11.1995 have further authorised GMs in partial modification of instructions contained in Board’s letter of even number dated 16.09.1991 to open market recruitment in Group ‘D’ category of Safaiwalas at their discretion. In view of the above authorisation, the need of filling of unfilled Safaiwalas vacancies is required to be reviewed and vacancies so filled may be advised. The railway wise position is enclosed.

Subject: Recruitment in Class IV Category of Safaiwalas from Open market.
Attention is invited to D.O. letter of even number dated 16.09.1991 from the then Executive Director Establishment (N) addressed to General Managers, all Zonal Railways and production Units etc., on the above subject advising that all proceedings relating to class IV recruitment from open market should be stopped.
2. The matter has been reviewed by the Board who have decided that in partial modification of the instructions contained in Board’s letter dated16.9.1991 quoted above, the General Managers may resort to open market recruitment in Group ‘D’ category of Safaiwalas at their discretion.
The discretion will be exercised by the General Manager personally.

Subject: Recruitment in Class IV.
Board desire that all proceedings relating to Class IVrecruitment from open market should be stopped immediately. Board also desire that complete details of recruitment in Class IVcategories that are likely to be made during the next one year may be sent by Railway/Production Units within a fortnight, giving complete justification for the same so that the cases could be reviewed.
Since direct recruitment from open market in Class IVcategory is generally being resorted to in workshops, you are advised to issue suitable instructions in this regard to the workshop In-charges on your Railways, as well.
This however does not apply to regularisation of screened casual labour against decasualised posts/normal vacancies in Class IVcategories, as also re-engagement of casual labour from the live register.

In term of Board’s letter No. E(NG)-H/91/RR-1/21, dated 29.11.1995 the General Managers are permitted to recruit Safaiwalas in Group ‘D’ at their discretion.
A doubt has been raised by several Railways as to whether recruitment of Safaiwalas should be restricted to Sweeper communities only.
The matter has been considered by the Board and it is clarified that there is no provision for restricting the recruitment of Safaiwalas to any particular community. Recruitment may be done as per provisions of IREM for recruitment to Group ‘D’ posts and the supplementary instructions issued by Board from time to time.

Subject: Recruitment to Group‘D’ posts.

It has been decided by the Ministry of Railways that recruitment to all Group ‘D’ posts shall henceforth be done through Railway Recruitment Boards. Wherever action for such recruitment has already been initiated through issue of employment notice, the recruitment shall be completed by the Railways/Production Units themselves. However, for the employment notices to be issued in future for Group ‘D’ posts the recruitment shall be conducted by the Railway Recruitment Boards. In this connection a meeting of CPOs (A) of all Zonal Railways was held in the Board on 01.04.1999 to finalise the action to be taken by the Railways in regard to estimation of vacancies and other related issues.
2. The existing procedure for appointments on compassionate ground, appointments against special quotas (like sports quota, cultural quota, physically handicapped quota, etc.) shall continue to be in force.
3. Detailed guidelines in respect of the modalities for recruitment in Group ‘D’ posts through RRBs will follow. However, all Railways/Production Units may inform immediately the Division-wise requirement for recruitment of Group ‘D’ staff through RRBs in the year 1999-2000, to enable Board’s office to make an assessment of the infrastructure required for this purpose. This information may be followed up by similar Division-wise projection for Group ‘D’ recruitment through RRBs for the year 2000-2001.

In suppression of the instructions contained in Board’s letter No.99/E(RRB)/25/l1 dated21.04.1999 Board have decided that all recruitment’s to Group ‘D’ posts will, henceforth, be undertaken by the Railway Administrations themselves, as was the practice prior to 21.04.1999.Consequently, the provisions made in Chapter VIof RRB Manual (2000) relating to Group ‘D’ recruitment stands deleted.

Subject: Procedure for recruitment of Group ‘D’ Staff.

Instructions have been issued vide Board’s letter No. 99/E(RRB)/25/11 dated21.09.2000 that recruitment to Group ‘D’ posts should henceforth be done directly by the Zonal Railways/Units concerned, as was the practice prior to 21.04.1999. In continuation of the same, the following guidelines are issued regarding the procedure to be followed for recruitment. These guidelines should be followed for all future recruitment’s of Group ‘D’ staff.
2.0 Recruitment Unit:
2.1 The unit of recruitment will be a Division/Workshop /Production Unit and requirement of all departments within the unit and for all categories as well, will be clubbed together for the purpose of Group ‘D’ recruitment. As many recruitment units as possible may be clubbed together for a recruitment on each Railway, so as to ensure recruitment of required number of candidates within a reasonable amount of expenditure.
3.0 Periodicity of Recruitment:
3.1 Recruitment should be done at intervals of approximately two years.
3.2 The vacancies may be counted as on 30th of June or 31stof December of each year and the anticipated vacancies to be added will be for the period of next two years, duly taking into account the reservation rules.
4.0 Eligibility Criteria :
4.1 The educational qualification for recruitment to all Group ‘D’ categories in the Railways shall be Class VIII passed, as already stipulated in Railway Board’s letter number E(NG)-II/98/RR-1/107dated 04.12.1998
4.2 The age for recruitment should be as per extant instructions, with relaxations for specified categories as admissible under specific orders issued by the Railway Board from time to time.
5.0 Approval for Open Market Recruitment:
5.1 Existing directives for obtaining Board’s prior approval for filling up Group ‘D’ vacancies through open market recruitment will continue to apply.
6.0 Method of Recruitment:
6.1 The procedure laid down in Para 179 of IREM- Vol. I shall be followed for recruitment in Group ‘D’ categories, subject to the modifications contained in Railway Board’s letter No. E(NG)II/96/RR-1/62 dated 17.09.1998 issued in reference to Supreme Court Judgment in the case of Excise Superintendent, Malkapatnam, Andhra Pradesh Vs KBN Visweshwara Rao and others, which provides for publication of recruitment notice in ‘Employment News’, besides issue of such notices to Employment Exchanges, recognised Associations of SCs and STs, display on Notice Boards etc.
6.2 Wherever considered necessary, the General Managers may introduce written screening test as a method of selection . In other cases, selection will be held through viva-voce test of all the eligible candidates. In both the cases, the selected candidates shall be subjected to a physical efficiency test.
6.3 The detailed procedure to be adopted for conduct of selection for recruitment to Group ‘D’ posts shall be as per the guidelines given in Annexure-I.
7.0 Employment Notice:
7.1 Employment notice should be advertised in RozgarSamachar-/Employment News giving full details regarding :—
· Recruitment Unit.
· Posts for which recruitment is to be conducted, along with reservation details.
· Age limits; including relaxation provisions.
· Pay scales and minimum emoluments expected at the beginning of employment.
· Places of posting, which should also indicate liability of serving anywhere on the Railway.
· Examination Fees.
· Mode of application.
· Closing date for submission of application.
· Choice of language for question paper (In case of written screening test).
· Mode of examination ;Whether through written test or viva-voce test.
· Physical efficiency test standards.
· Medical test standards.
· Railway’s right to hold additional/supplementary examinations or re-examination for all or some of the candidates.
· Any other relevant information,
7.2 In the case of written screening test, Hindi and English shall be the languages in which question papers will be printed. Candidates should indicate their preference regarding the language of question paper in their application.
7.3 Brief indicative advertisements will be given in at least two local newspapers for wider coverage. The indicative advertisement will draw attention to the detailed employment notice published in Rozgar Samachar/Employment News. In addition, the employment notice will be sent to the nearby employment exchanges and recognised associations of Scheduled Castes and Scheduled Tribes. The notice should also be sent to Special Employment Exchanges and the Vocational Rehabilitation Centres in the case of posts reserved for ex-servicemen. Copies of these notices should also be exhibited on Notice Boards outside Railway offices etc. situated in the area of recruitment.
8.0 Mode of Application :
8.1 Candidates should apply on plain paper, as per format indicated in employment notice. Fees may be charged (including postal charges) @ Rs. 40per candidate. However, SC/ST candidates will not pay any fee, except Rs. 10 towards postal charges.
8.2 A candidate should mention the recruitment units &posts applied for, in order of his preferences, in his application. Final allotment of post, if empanelled, may be done taking into account his preference and his merit position.
9.0 Conduct of Recruitment:
9.1 Each recruitment shall be conducted under the supervision of an officer, not below the rank of JA grade (hereafter called Controller of Recruitment). When two or more recruitment units are clubbed together, the General Manager may nominate this officer and he may be located in one of the Divisions or Headquarters. When recruitment is made for a single recruitment unit, the Sr. DPO/Dy. CPO of the unit may function as ‘Controller of Recruitment’.
9.2 ‘Controller of Recruitment’ shall be responsible for inviting applications and overseeing the selection process. The ‘Controller of Recruitment’, shall be assisted by a Sr. Scale officer or an Assistant officer belonging to the Personnel Department who may be assigned exclusively to those work along with nucleus staff.
10.0 Application Processing :
10.1 The ‘Controller of Recruitment’ shall have the right to reject any application. However, the reasons for rejection would have to be recorded on the application. The officer assisting the ‘Controller of Recruitment’ may endorse these reasons.
10.2 There shall not be any discrimination on ground of gender.
10.3 Name, father’s name, address, and community of each candidates should be entered in a computer database along with any other information considered relevant. Either the Railways’ own computers may be used for this purpose or an outside computer agency can be engaged, if required.
11.0 Issue of Call Letters to Candidates:
11.1 Roll Numbers may be generated on the computer and call letters should also be generated through the computers. The call letters should be posted under certificate of posting, at least one month before the date of examination/interview.
11.2 In recruitments where written test has been decided to be held, separate ‘Instructions to Candidates’, containing detailed guidelines on how to fill the answers, roll number etc. and a sample OMR (Optical Marks Recognition) answer sheet printed on plain paper, should be enclosed with the call letter.
12.0 Preparation of Panels:
12.1 ‘Controller of Recruitment’ shall prepare a select list, in order of merit, for all candidates who qualify for empanelment, subject to their being declared suitable in physical efficiency test. After the conduct of physical efficiency test, he shall prepare the final panel. Thereafter, he shall prepare individual panels for individual posts after taking into account the merit position and preferences of individual candidates. These panels will be put up to the competent authority for approval.
12.2 The currency of the panel shall be for a period of two years from the date of publication. General Manager may exercise his authority to extend the life of panel by one year in case the panel is not exhausted within two years.
13.0 Railway may appoint candidates from the same select list within two years for replacement of candidates who may fail to join, those who may fail in medical examination and also in lieu of candidates who may leave the job within two years. In addition any additional unforeseen vacancies may also be filled up, with the personal approval of Genera! Manager, by picking up additional candidates, in order of merit, from the available select list, within two years.
14.0 Any other specific instructions, issued by Railway Board, not covered in these guidelines will continue to apply.
ANNEXURE – I
PROCEDURE FOR RECRUITMENT TO GROUP ‘D’ POSTS- GUIDELINES
1. Wherever considered necessary, the General Managers may introduce written screening test as a method of selection. In the other cases, the selection will be held through viva-voce test of all the eligible candidates. In both the cases, the selected candidates shall be subjected to a physical efficiency test.
2. Conduct of Written Screening Test
2.1 Candidates may be selected for recruitment through a two stage written test Question papers for both preliminary, as well as final test shall be based on Class VIIIstandard. However, no question shall be asked for checking proficiency in language. Question paper should be entirely of the objective type for both preliminary as well as final tests. Question papers shall be printed in Hindi and English.
2.2 Answer scripts shall be readable on Optical Mark Readers (OMR) and evaluation of answer scripts shall be on computers.
2.3 Minimum pass marks for preliminary as well as final test may be 30% for General candidates and 20% for SC/ST and OBC candidates. (Minimum pass marks mean marks obtained in preliminary test below which a candidate can not be called for final tests, or marks obtained in final test below which a candidate’s name cannot be included in the select list for drawing of panels). In order to eliminate the advantage of guess work, one mark may be deducted for three wrong answers (assuming choice of answers in objective type question papers in four in each question).
2.4 Results of the preliminary test should be tabulated in order of merit of candidates. Thereafter, names of candidates equal to ten times the number of vacancies should be picked up, while exercising due care to ensure adequate availability of candidates to meet requirements of reservations.
2.5 The applications of all candidates selected for the final stage of test should be scrutinized now, for checking their eligibility. The names of ineligible candidates should be struck out before publication of results, and the roll numbers of the successful candidates should be published in Rozgar Samachar/ /Employment News. Simultaneously, written intimation should also be sent to these candidates along with call letters for the final test.
3. Viva- Voce test:
3.1 In the cases where it is not considered necessary to introduce written screening test, the selection will be done through viva-vocetest which shall be conducted in accordance with the extant guidelines.
3.2 The selection committee shall consist of only the serving Railway officials and no non-Railway officials will be included. It may be ensured that the committee included one member each from SC/ST, OBC and Minority Communities.
4. Physical Efficiency Test:
4.1 the candidates, who become due for empanelment on the basis of the result of the final written screening test or the viva-voce test, as the case may be, shall be subjected to a physical efficiency test to assess their physical fitness for the post. It will only be a qualifying test. Merit lists, for the purpose of empanelment, shall be decided on the basis of marks obtained in the written test or the viva-voce test, as the case may be.
4.2 Physical efficiency test standards shall be prescribed, having regard to the nature of duties involved for the posts advertised for recruitment, by the General Manager. However, the physical efficiency test shall be the same for all categories for which a common selection is conducted.
4.3 Physical efficiency test may be supervised by a committee of three Railway officers, who will be nominated by General Manager. One of these officers will be nominated as the convener. At least one of these three should be a medical officer. The officers conducting the physical efficiency test shall advise the result of the test to the ‘Controller of Recruitment’ immediately after completing the tests.

The review contemplated in Board’s letter of 04.09.1986 on the above quoted subject, is yet to be completed. Pending final decision after such review, the Board have decided that the instructions contained in their said letter of 04.09.1986, will continue to be in force upto 30th June, 1992or till further instructions are issued, whichever is earlier.

Subject: Consideration of staff of Railway Institutes for employment in Railways— Relaxation in age etc.

It has been represented to the Board that in the case of employees of Railway Institutes, the extant orders regarding relaxation in the age etc. and absorption in regular Railway employment are not being followed by certain Railways. In this connection, attention is invited to Railway Board’s letter No. E(NG) III/73/RRI/27, dated 30.10.1973 stipulating that quasi-administrative offices or organisations like Institutes should be given relaxation in age limit to the extent of five years or service rendered in such organisations, whichever is less, for absorption in Group ‘D’ categories and appearing before Railway Recruitment Board for selection to Group ‘C’ categories. It was stipulated vide Board’s letter No. E(NG)-II/87/RRI/5, dated23.08.1988 that where direct recruitment to Group ‘D’ posts is made from the open market in the Workshops or in Electric/Diesel Loco sheds as permissible under extant instructions, persons employed in Railway Institutes attached to a Workshop may apply direct, i.e., without being sponsored through Employment Exchange provided they possess the educational qualifications prescribed for the said direct recruitment. Applications of such persons can be considered by the Railway Administration alongwith other applications which can be entertained under extant instructions. In considering applications of such candidates, the Railway Administrations can allow them age concession to the extent admissible in terms of the instructions quoted above.
2. Board desire that the above instructions should be reiterated to all concerned for compliance.

Subject:Recruitment to Group ‘D’ posts—Procedure regarding.

In continuation of Board’s instructions regarding group D recruitment, contained in their letters mentioned above, it has been further decided that:
I. One of the RRBs will be nominated, by the Board, as nodal RRB for carrying out the selection process in co-ordination with other RRBs serving that Railway.
II. Normally, only one recruitment will be done in a year, for each Railway/PU, which shall cover requirements of all departments of all divisions/units of the railway. The Production Unit(s) in the geographical jurisdiction of a Railway may also be catered to, by the same nodal RRB. As for as possible, their indent may be clubbed with the indent of the Zonal Railway.
III. Advertisement shall be issued by the nodal RRB only, on behalf of all the concerned RRBs. Candidates may give a choice of RRB from amongst the RRBs mentioned in the notice. They shall be allotted examination centres in the geographical area of the RRB of choice.
IV. Candidates may also indicate in their applications, division (or unit) of posting and the category of posts, in order of preference according to their choice.
V. In view of the large number of applicants for group ‘D’ posts, the recruitment will be conducted through two stages written examinations i.e., a preliminary examination for all applicants, followed by a final examination.
VI. Candidates equal to ten times the number of vacancies shall be called for the final examination, in order of merit of the preliminary examination. Final examination may be arranged only by the nodal RRB, while ensuring that the number of examination venues is kept to a minimum.
VII. Final selection will be on the basis of marks obtained in the final examination alone, subject, of course, to the candidates being found physically fit.
VIII. There will be a common merit list to be formed by the nodal RRB.
IX. Option exercised by the candidates, for place/post will be considered subject to their merit position in the final list.
X. The existing provision of verification of the original educational/caste certificate(s) and other relevant documents of the candidates as mentioned in para 6 of Board’s letter No. 99/E (RRB)/25/2 dated 18.3.99 will be applicable.
XI. Temporary infrastructure will be created in the nodal RRB, for Group ‘D’ recruitment by deputation of officers and staff from the zonal railway for which recruitment is to be done. This shall comprise one SG/JAG officer, one assistant officer, along with sufficient number of Group ‘C’/Group ‘D’ staff after taking into account the staff which can be spared by RRB from its own resources for this activity.

Subject : Raising of upper age limit for direct recruitment to Group ‘C’ and Group *D’ categories on the Railways.

Attention is invited to Board’s letter of even number Dated 04.08.1995,raising the upper age limit for direct recruitment in all Group ‘C’ and ‘D’ categories including casual labour (since discontinued) and Substitutes on the Railways to be notified during the next two years w.e.f. 04.08.1995, by 5 years above the age limit as existed prior to the issue of Board’s letter of even number Dated 15.07.1994 under which upper age limit had been raised by 3years.
1.1 Attention is also invited to Board’s letter of even number Dated 12.09.1997 indicating that it has been decided not to extend the currency of the relaxation in upper age limit contained in Board’s letter of even number Dated 04.08.1995 beyond 04.08.1997.
2. The matter has been reviewed by the Board and it has been decided that the currency of the relaxation contained in Board’s letter of even number Dated 04.08.1995 may be extended further for a period of 3 years i.e. upto 03.08.2000.
2.1 The Board have also decided that while recruitments finalised in the intervening period may not be re-opened, in the cases where the closing dates of the notifications are not yet over or the closing dates are over but the written examination and/or interview have not yet been fixed/held, the closing dates may be suitably extended providing for the relaxed upper age limits in terms of these instructions.

2. It is clarified that the above qualification would apply only to recruitment in Group ‘D’, undertaken after 04.12.98. Recruitment in group ‘D’ for which the selection process has already been undertaken before the issue of the above instructions, may be finalised without insisting on the qualification of VIII class pass.

Pursuant to a detailed review of the functioning of the Railway Recruitment Boards, Board have decided as under: —
(i) The extant practice of associating non-official members belonging to SC/ST, Minority and OBC communities in the Interview Committees constituted by the RRBs for recruitment to Group ‘C’ posts on the Railways be discontinued forthwith and earlier practice of associating serving Railway Officers of appropriate rank belonging to such communities be restored;
(ii) In case serving Railway Officers of appropriate rank belonging to such communities are not available. Central Government/State Government/PSUs/ Bank Officers belonging to these communities may be co-opted. In case of further difficulty, retired Railway officers of proven integrity belonging to these communities may be co-opted in the interview committees.
2. The Board have also decided that the decision as at 1(i) and (ii) above will equally apply to recruitments to Group ‘C’ and ‘D’ posts to be done by the Zonal Railways/ Production Units.
3. The extant instructions regarding composition of the Interview Committees constituted by the Railways and RRBs for recruitment to Group ‘C’ and ‘D’ posts on the Railways will accordingly stand modified to the extent as indicated in the preceding paragraphs.
4. Board have also decided that all the existing panels of non-official members belonging to SC/ST, Minority and OBC communities for nomination on Interview Committees constituted by the Railways and RRBs for recruitment to Group ‘C’ and ‘D’ posts on the Railways, sent from the Board from time to time be treated as cancelled with immediate effect.

Subject: Prescribing ITI qualification for recruitment of Khalasi in Track Machine Organisation.
In order to have adequate number of qualified manpower to operate and maintain the sophisticated Machines, which have been/are being procured for the Track Machines Organisation, the question of prescribing ITI qualification for recruitment of Khalasi in the Track Machines Organisation has been under consideration of the Board for some time.
After careful consideration of the matter it has been decided by the Board that, as a one time exception, to fill the existing vacancies in Group ‘D‘posts sanctioned for the Operation and Maintenance of the existing Track Machines, including those under procurement, qualification should be ITI or Course completed Act Apprentices in the relevant trade in any recruitment done pursuant to these instructions, casual labour of any department possessing the prescribed ITI/Act Apprentice qualification may also be allowed to apply They will be allowed age concession if and to the extent, admissible under extant order Details in this regard may be laid down by the respective zonal railway.

Subject: Recruitment to Group ‘D’ (Class IV) posts- Minimum educational qualification.

The revised minimum educational qualification for recruitment to Group ‘D’ (Class IV) posts as contained in Board’s letter of even number dated 16.08.1985 was held in abeyance vide letter of even number dated 04.09.1986 from time to time up to 30.06.1992.
2. The matter has been further examined in consultation with the staff side in the JCM/DC Meeting and also in the Cadre Restructuring Committee and it has been decided by the Board to hold the instructions of 16.08.1985for various Group ‘D’ categories as also instructions pertaining to Casual Labour contained in the Board’s letters No. E (NG) II/84/ CL/85 dated 31.07.1985 and 13.09.1985 in abeyance, till further orders.

The matter regarding educational qualification for recruitment in Group ‘D’ (Class-IV) posts as Khalasis in Printing Press has been considered by the Board. After consideration it has been decided by the Board that the instructions contained in Para (iii)(a) of Board’s letter No. E (NG) II/84/RR-1/26 dated 16.08.1985 are also applicable to the Khalasis in the Printing Presses.
However, the instructions contained in Board’s letter of 16.08.1985have been kept in abeyance till further orders, vide Board’s letter No. E (NG) II/84/RR-1/26 dated 26th April, 1993 [RBE 65/93].

The review contemplated in Board’s letter of 04.09.1986on the above quoted subject, is yet to be completed. Pending final decision after such review, the Board have decided that the instructions contained in their said letter of 04.09.1986 will continue to be in force up to 28.02.1990or till further instructions are issued, whichever is earlier.
